Frozen, versioned snapshots of the database, so that a citation resolves to something that cannot change underneath it.
The website changes. A record can be corrected an hour after you read it, and that is the intended behaviour of a live record. It is also an impossible thing to cite, which is why the dataset is also published as immutable releases. A release carries a version, the counts as they stood at the moment it was built, the licences it was issued under, and a set of files each with its SHA-256 checksum.
Cite the release, not the website, whenever your work has to be checkable later. The counts shown against each release are the counts recorded when it was built and are deliberately not recomputed; for the state of the database right now, read the coverage report instead.
